I have been experiencing the exact same issue. Well, I just figured it out and now it steers real easy. There is a screw on the starboard side of the pivot housing. They failed the diode tests in the manual (shorted from yellow to red leads). I got two new regulators, one cheap one off of Amazon and then a proper one directly from CDI just in case.
